bruno salgues​

Enseignant – Chercheur – Expert
Né en 1955 au Mans dans la Sarthe (France), Bruno Salgues a été Directeur d’études à l’Institut Mines Telecom. Il exerçait principalement ses fonctions d’enseignant chercheur au sein de l’Ecole des Mines de Saint-Etienne. Auparavant, de 1989 à 2010, il a été enseignant chercheur au sein du département Sciences de Gestion à l’Institut National des Télécommunications devenu Telecom Sud Paris et Telecom Ecole de Management. Chargé de mission du domaine des « Services » au sein de la Direction de la Prévision du Ministère de l’économie et des finances de mai 1981 à 1989, avec l’arrivée du nouveau gouvernement, il avait la responsabilité des domaines comme le transport, la santé, l’audiovisuel, les télécommunications, le tourisme et les travailleurs migrants. Enseignant honoraire, il reste éditeur et directeur de collection dans de grandes maisons d’éditions. Bruno Salgues a été ou est actionnaire de plusieurs entreprises du secteur des technologies de l’information et participe (ou a participé) pour certaines d’entre elles à leur conseil (Conseil d’Administration ou de Surveillance).
Il agit également en tant qu’expert dans ces domaines et il est par ailleurs orateur dans de nombreuses conférences. Parmi les multiples ouvrages de Bruno Salgues :

Ancien étudiant de l’Ecole Nationale Supérieure de la Statistique et de l’Administration Economique (ENSAE), de Sciences-Po Paris, du DESS Système d’information de l’Université de Paris I Panthéon Sorbonne, il est aussi diplômé du Certificat d’Administration des Entreprises (DESS de Gestion) de l’IAE Paris-I. Il possède également un CES de Marketing Industriel (Conservatoire National des Arts et métiers, CNAM), l’ensemble des unités de valeur  » Ecologie  » et  » Sciences Technologie et société  » du CNAM, une Licence de Mathématiques de l’Université Pierre et Marie Curie (Paris VI) et une Maîtrise d’économie appliquée de l’Université Paris Dauphine (Paris 9), ainsi que d’autres diplômes et certificats. Il vient récemment de soutenir une thèse à l’Université de Nanterre en Sciences de l’Information et Communication, avec mention « Très honorable » qui a pour titre : « Selon les types de contextes culturels, quelles sont les stratégies et quelles modélisations de l’appropriation des technologies de l’information et de la communication ? Le téléphone mobile est-il un dispositif issu d’une culture de la mondialisation ? Ses domaines techniques d’intérêt ont été les télécommunications mobiles, puis les réseaux à haut débit et enfin les nouvelles applications sur Internet dont le commerce électronique, les réseaux sociaux et l’identité numérique. Il s’intéresse aux applications dans la santé, les moyens de transports (avion et bateau du futur, navires géants à passager) ou l’art numérique. Plus récemment, il s’intéresse aux équilibres liés à une économie plus efficace et plus durable. Ses domaines d’intérêt scientifiques sont le marketing, la théorie des usages, les sciences de la communication. Bruno Salgues a participé à la création de cinq nouvelles écoles d’ingénieur, et une école de Management et la formation TIC&Santé Montpellier. Il développe actuellement le Centre d’Ingénierie de la Santé de l’Ecole des Mines de Saint-Etienne. Il a reçu de nombreuses distinctions dont le Prix scientifique Philips en 1976 et le titre des « 100 qui font vraiment bouger la France » en 2002. Bruno Salgues participe aux travaux du Sommet Mondial sur la Société de l’Information de l’ONU (SMSI, WSIS). Plus récemment, il s’est intéressé aux technologies d’information destinées à la santé et au social. Il alterne entre des activités pures d’enseignement et de recherche, des activités de création de nouvelles structures d’enseignement, de conseils aux politiques et de développement au sein d’entreprises.

Gürhan ZİNCİRCİOĞLU

MD, MsC, FHIMSS
Born in Istanbul in 1971, Gürhan is proficient in English due to his Anatolian High School diploma in Turkey and AFS year as an exchange student in the USA. He has graduated from School of Medicine in 1996 and completed his specialization in Orthopedics Surgery in 2002. He has finished his Master of Science program in Business Engineering in Yasar University in 2022. While working as an orthopedic surgeon at Tire Public Hospital, Gurhan developed an interest in Healthcare Informatics Systems in 2013. Under his leadership as the Chief Medical Information Officer (CMIO), Tire Public Hospital achieved Emram Stage 6 in 2014 and EMRAM Stage 7 in 2016. The Hospital became the first EMRAM Stage 7 hospital in Turkey and 3rd in EMEA region. Gürhan continues to take part in the EMRAM workshops organized by Ministry of Health, sharing best practices with other hospital teams. Gurhan was first involved with HIMSS in 2016 as EMRAM external inspector, participating into many stage 6 and 7 hospital validations in the EMEA region. In 2016, Gurhan joined HIMSS Europe Governing Council. He served as member in the HIMSS Physician Committee of HIMSS International for 2.5 years in 2018-2020. He has been certified as Fellow HIMSS (FHIMSS) in 2020.
Gurhan completed (online)  »The Business of Health Care » certificate program at Wharton School, University of Pennsylvania and obtained following certificates: Management Fundamentals (August 2020), Health Care Innovation (July 2020), Economics of Health Care Delivery (June 2020), Financial Acumen for Non-Financial Managers (May 2020). He has been certified from CHIME Healthcare IT Leadreship Academy. He has been appointed to KLAS Research International Advisory Board in 2022. Gurhan gives lectures and panels about Patient Engagement, Patient Safety, Interoperability, EMR, Hospital Information System and Clinical Documentation Integrity (CDI). He is the chief of DRG department at Tire Hospital and expert on CDI training. He is interested in Business Intelligence, AI in Health Care, Data Science, Inclusive Business and partnership models.

Karim Chamari (Aspetar, Doha, Qatar)

Doctor in Exercise Physiology University Full Professor - Professional football physical coach (August 2022)
Former elite athlete (Olympian), Prof. Karim Chamari is one of the most active Sport Science Researchers in the fields of Football (soccer) and Ramadan, with more than 20 years of experience in the field. His Google-Scholar H-index is: 86 and his publications cited 30.000+ times. He co-authored more than 360 scientific manuscripts (of which 120+ on soccer/football) and 21 book chapters in different topics in Sports Science and Medicine. In May 2022, he has been ranked best researcher in Qatar in the field of Medicine (www.research.com) Prof. Karim Chamari led the Tunisian Research Laboratory ‘’Sport Performance Optimization’’ of the National Tunisian Centre of Medicine and Science in Sport (Tunis) since its’ creation back in 2004 until March 2013. Prof. Karim led the research team that successfully conducted the Research Cluster to become a Research Laboratory. In the same institution he has been Head of the Scientific support to elite athletes for more than 4 years (2001-2005). Prof. Karim is one of the pioneers and leaders of sports science research in Tunisia.
In the field of Football, Prof. Karim has been senior author of many publications on football science. Amongst others, (i) creating the first ever test where the football players are assessed while dribbling the ball on a specific circuit (Chamari et al. BJSM 2005), and (ii) an update on football physiology (which is the most cited article on football so far, Stolen et al. Sports Med 2005, cited 2800+ Times). In 2020, Prof. Karim has been ranked 3rd globally, as researcher in football sports science and Medicine. In the field of Ramadan, Prof. Karim has published many original studies as well as many reviews about the effects of Ramadan on athletic performance and the way to manage training during the fasting month. Amongst other, (i) an article on the effects of Ramadan fasting on injuries in elite athletes (Chamari et al. JSS 2012) and (ii) advices to Muslims athletes fasting during Ramadan (Chamari et al. Tun Med 2019).Prof. Karim has also an extensive experience in football fitness coaching, as he has been Fitness coach of elite Tunisian Footballers for more than 10 years, participating to National leagues and African confederations Clubs’ Cups. In March 2013, he moved to Doha for joining the Research department at Aspetar, as Research Scientist. Since 2015 he joined ASPREV (Injury and illness prevention program) at Aspetar in which he has been leading the ‘’Injury and Illness Surveillance Programs’’ for (i) Elite clubs and Federations in Qatar and (ii) the Asian Confederation, with the AFC Study. In this regard, Prof. Karim has co-led the 2020 IOC consensus on the Methodology for Recording and Reporting of Epidemiological Data on Injury and Illness in Sports with Prof. Roald Bahr (Bahr et al. 2020). Caroline is a digital health leader with extensive experience & knowledge of global health and implementation science acquired through 10+ years in the public sector, NGO, and academia. She is the Executive Director of the Geneva Digital Health Hub (gdhub) and leading the development of a data-driven digital health insights platform that aims at enabling science-based decision making.
Prior, as Program Manager for the RAFT distance education and telemedicine network, and the University Hospitals eHealth service, she focused on the design, development, deployment, and evaluation of innovative health informatics solutions and multi-stakeholder partnerships to strengthen health systems. She holds a Master in IT Management, and a PhD in Global Health from the University of Geneva.

Mohamed JMAIEL

Mohamed JMAIEL obtained his diploma of engineer in Computer Science from Kiel (Germany) University in 1992 and his Ph.D. from the Technical University of Berlin in 1996. He is, since 2009, full Professor in Computer Science at the National School of Engineers of Sfax (Tunisia). His current research areas include software engineering of distributed systems, formal methods in model-driven architecture, self-adaptive and pervasive systems, autonomic middleware. He conducted many research projects and published more than 300 regular and invited papers in international conferences and journals and has co-edited six conferences proceedings and five journals special issues on these subjects.
He is local scientific coordinator of the H2020 BETTEReHEALTH project, and of the NETTUNIT project within the IEV program funded by European union. Mohamed JMAIEL co-chaired the program committee of many international conferences, among others CRiSIS’2009, OPODIS’2010, WETICE’2013, VECOS’2016, ICTAC’2019, and ICOST’2020. He was director of the National Engineering School of Sfax (ENIS), from 2011 to 2014, and general director of the Digital Research Center at the Technopark of Sfax, from 2014 to 2022. Mohamed JMAIEL is co-founder of the HealthTECH Cluster, co-founder and chairman of the ADL-INNET platform, chairman of the think-and-act-tank Beit-Elkhibra, and corresponding member of the Academy of Sciences, Letters and Art: Beit El-Hikma.
